Rotoscoping misaligned blade

The blade decided that it was going to sit at about 25 degrees off center when I took the original photo. However, The blade color will be the one I will use. The code for my personal color is "03fdbf". It gives it a nice teal/aqua tone to the glow. This is obviously improved over the first one, so I'll let you know now what the settings are on this one:

Use the Outer Glow setting in the blending options in photoshop. Set the settings as follows:

Opacity: 75
Noise: 0
Spread: 18
Size: 87
Range: 50
Jitter: 0

By default, the technique should be set to "Softer". If it isn't change that to make it look more true to the film.
